21, 23 or 25? Age rules, young-driver fees, vehicle categories and how to check before booking.
Minimum age is not uniform — it depends on the agency, category and sometimes the insurer. Here is how to read the rules and avoid a desk refusal.
What you most often see
Many agencies rent from age 21 for economy/compact cars, sometimes with a young-driver fee. Family saloons often need 23. Premium, sporty or some SUVs may require 25.

How long have you held the licence?
Besides age, some agencies require the licence to be held for 1–2 years. A 22-year-old with a new licence may be refused where a 24-year-old with 3 years’ experience is accepted.
Provide issue date if asked. When unsure, message the agency before final payment.
Young-driver surcharge
The fee offsets higher statistical risk. It may be charged per day with a cap. Check whether it applies to all drivers or only the main one.
Compare total cost (rental + young driver + excess reduction) not just the daily rate.
Under 21?
Options shrink. Do not book hoping to negotiate at the desk. If another eligible driver can be named as main driver, that may work — otherwise use transfers or trains for that leg.
